Wimblington & Stonea Neighbourhood Plan

Regulation 16 Consultation

Wimblington and Stonea Parish Council formally submitted the Wimblington & Stonea Neighbourhood Plan and accompanying documents to Fenland District Council on 30 March 2026. The council has assessed the submission in accordance with the relevant legislation and have approved receipt.

In accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations 2012 (as amended), the District Council is now publicising the Neighbourhood Plan and inviting comments.

Your views matter

If adopted, the Wimblington & Stonea Neighbourhood Plan must be considered by the local authority when making planning decisions.  We are keen to hear the views of people who live, work and carry out business in the area.

This consultation offers an opportunity to express views about the proposed plan and make suggestions about how it may be improved to meet the following 'basic conditions' in accordance with Paragraph 8, Schedule 4B Town and Country Planning Act (as amended):

  • Has regard to National Policy and guidance issued by the Secretary of State
  • Contributes to the achievement of sustainable development
  • Is in general conformity with the strategic policies in the development plan for the area of the authority (or any part of that area). In particular, it must not prevent housing from taking place which is proposed in the development plan
  • Compatible with EU obligations, including human rights requirements, habitat protection and environmental impacts

How to comment

The consultation will run for a period of just over 6-weeks commencing on Wednesday 8 April 2026 and closing on Friday 22 May 2026 at 23:59.

Comments can be submitted via email to planningpolicy@fenland.gov.uk 

Please include the following within your response:

  • Specify which paragraph or policy your representations relate to and if you are suggesting any amendments to ensure the plan meets the 'basic conditions' set out above; and
  • State if you would like to be notified of Fenland District Council's decision under Regulation 19 of the Neighbourhood Planning (General) Regulations 2012 (as amended), to adopt the Wimblington & Stonea Neighbourhood Plan

What happens next?

Following the 6-week consultation period, all comments received will be sent to an Independent Examiner who will examine the plan. If the Examiner determines that the plan meets the 'basic conditions' with or without modifications, the Council will consider their recommendations and decide whether the plan will proceed to referendum. If the Wimblington & Stonea Neighbourhood Plan is successful at referendum, then it will form part of the statutory development plan, used to determine planning applications.
