Planning Obligations IPGN
The Planning Obligations Interim Planning Guidance Note (IPGN) (PDF, 193 KB) was approved by Cabinet in February 2026.
About this guidance
This IPGN It explains how Fenland District Council uses planning obligations (often called Section 106 agreements) to make sure new development is acceptable and properly supported.
Planning obligations are used to secure the infrastructure, services and measures needed as a result of development. This can include things like schools, health facilities, open space, transport improvements and community infrastructure, helping new development to integrate successfully with existing communities.
What the guidance covers
- The guidance explains:
- When planning obligations may be required
- How the Council assesses the need for them
- What applicants and developers can expect at each stage of the planning process
By setting this out clearly, the document aims to provide a consistent and transparent approach, helping applicants to prepare better proposals and supporting timely, well‑informed planning decisions with fair and proportionate contributions.
Consultation and updates
As this is an interim guidance document and does not introduce new planning policy, no formal public consultation was undertaken. However, the Council welcomes feedback from anyone using the guidance and will keep it under review. The document may be updated as needed to reflect experience, changes in national or local policy, or emerging priorities.
