Affordable Housing North of A47 and Viability

The Emerging Local Plan indicates that North of the A47 viability is challenging, to the extent that it appears that viability is marginal even if no affordables are provided

However, NPPF states that a minimum of 10% affordables should be provided, hence the Draft Plan Policy.

Part B - Affordable Housing

Development proposals should, through negotiation, provide the following amounts of affordable housing:

  • For sites in the south of the district (as shown in Map 3) development proposals of 10 or more dwellings on greenfield sites should through negotiation, provide 20% affordable housing.
  • For sites in the north of the district development proposals of 10 or more dwellings should meet the NPPF requirement for 10% affordable home ownership.
  • All brown field sites across the district of 10 or more dwellings should meet the NPPF requirement of 10% affordable home ownership.

If your development is not proposing to provide for this, then you must submit a 'light touch' viability. This means looking at the assumptions made in the FDC viability document and identifying where your site performs the same, worse or better than the benchmarks used in the Emerging Local Plan Viability Assessment (PDF) [14MB]
