Background Documents: • FDC applied for capital funding for energy efficiencies in the Hudson Leisure Centre in 2023. • A grant of c.£160k was awarded. • The Council has installed energy efficient lighting in the swimming pool hall. • The Council is in contract to deliver solar PV and further energy efficient lighting upgrades into the facility. • To protect Sport England’s investment, a restriction on title is necessary for all significant Sport England grants and is a reasonable and appropriate measure that FDC has also implemented in the past, when receiving a capital grant.
Delegated Power Being Exercised: FDC Constitution, paragraph 101 states as follows: 101. To authorise licences to assign for any lease, grant any wayleave or easement, or to agree any change (including revocation) of any freehold or leasehold covenant where it is in the Councils interest to do so.
