Purpose:

To approve orders for stock supplies required for the Refuse and Cleansing Service, Bins and Bags for the year April 2026 to March 2027.

Decision:

To place orders through the ESPO framework via direct aware of mini competitions for wheeled bins and refuse sacks to be put into stock.  Yearly purchases circa £95k bins and £40k bags.

Reasons for the decision:

Material stocks are required to support the Council’s Refuse and Cleansing Service so that there are no interruptions to the service.  Therefore, stocks are essential for the day-to-day activities of the service.

 

An ESPO framework is available to the Council already pre-tendered to allow orders to be raised to approved suppliers by direct award or mini competitions. 

Alternative options considered:

Tender for supplies just for FDC only, this would not give us the economies of scale we currently enjoy using the ESPO buying Consortium and wider ranging offer.
